The IPA Bulletin Alert system is an automated system that sends out alerts to the public and IPA operatives about emergencies within the city. Some IPA operatives may receive them privately if required for an emergency.
The following is a guide to the IPA Bulletin Codes:
Format: (Threat scale)(Threat level)(Power rankings of those involved) - (message and information)
Example Bulletin Header: DELTA YELLOW 4 - GANG WARFARE IN BLOOMVIEW HEIGHTS | 29TH ROOKS IN STANDOFF WITH THE IRISH SAINTS
IPA THREAT SCALES:
Alpha: Threats to the planet and/or it’s biosphere as it exists
Beta: Threats to multiple countries and nations.
Gamma: Threats to multiple cities or large areas of a country's territory.
Delta: Threats to life and property on a city wide scale.
Epsilon: Localised threats within the city such as a street or region.
IPA THREAT LEVELS:
Black: Extreme parahuman threats by multiple Class 1 entities acting in concert.
Violet: High level (Class 2-1) parahuman threats by a single or multiple entities.
Red: Mid level (class 4-2) parahuman threats by a single or multiple entities
Yellow: Low level (Class 5-4) parahuman threats, possible damage to property and minimal loss of life
Blue: Mundane large threats such as organized gang warfare or terrorism
Green: Mundane and small threats such as bank robberies or assaults
IPA POWER RANKINGS
Class 1: Parahumans with powers capable of destruction of entire ecosystems and biomes. Those that could cause a shift in the earth's very ability to support life through either direct influence or as a byproduct of their powers. Includes those that may cause irreversible damage to the noosphere of the planet and/or the human civilisation.
Class 2: Parahumans with powers capable of causing extreme loss of life, destruction of entire cities and the possible permanent damage to an ecosystem or the local noosphere.
Class 3: Parahumans with powers capable of causing large scale destruction, loss of life or mental damage with their abilities, by the nature of their powers or the aftereffects.
Class 4: Parahumans with powers capable of loss of life, mental scarring or collateral damage.
Class 5: Parahumans with minor powers that do not have the ability to cause large scale damage or loss of life, often under control of such abilities due to their minute nature.
Class 6: Unpowered threat (this does not mean not dangerous)
X: added to the class to denote a parahuman lacking control of their abilities.
